The Ministry of Energy Proposes Transferring the Property of Liquidated Mines to Local Communities to Attract Investors
The Ministry of Energy of Ukraine has prepared a draft law that would allow the transfer, free of charge, of the surface property of coal and uranium mines currently in the process of liquidation from state to municipal ownership. The initiative aims to create conditions for attracting businesses and transforming former mines into new industrial sites.
The draft law is scheduled to be submitted to the government for consideration in the near future, after which it will be submitted to the Verkhovna Rada. The transfer of assets will take place at the initiative of local self-government bodies.
The Ministry of Energy expects that the new mechanism will enable communities to repurpose existing mining infrastructure for the development of production and new business projects. At the same time, this should reduce budget expenditures associated with the decommissioning of inactive mines.
In parallel, the ministry is working with communities on a strategy for the just transition of mining regions. As part of its cooperation with the German Society for International Cooperation (GIZ), a pilot plan for the further development of the territory is already being developed for one of the mines being decommissioned.
The document is intended to identify the site’s investment potential, the necessary work, and the estimated cost of the transformation. In the future, this approach could serve as a roadmap for attracting donors and private investors to the development of former mining areas.
