Ukraine to Receive $841 Million from the World Bank Under a Canadian Guarantee
Ukraine will soon receive $841 million in budget support from the International Bank for Reconstruction and Development under a guarantee from the Government of Canada. The funds will be provided as part of the PEACE in Ukraine project and will be used to reimburse the state budget for pension payments.
The Ministry of Finance of Ukraine and the World Bank have signed a loan agreement as part of the tenth supplementary financing tranche for the PEACE in Ukraine project. Following its signing, the total volume of the program will reach $54.3 billion. The Ministry of Finance notes that PEACE is the largest investment project in the history of the World Bank.
The funding is intended to support the stability of public finances amid a significant budget deficit and ensure the fulfillment of critically important social expenditures. At the same time, Ukraine and the World Bank are working to mobilize additional resources by the end of 2026 and to prepare the DPO 2026 development policy program.
The parties also discussed the SPUR 2.0 instrument, aimed at mobilizing resources for Ukraine’s recovery. According to the Ministry of Finance, the mechanism is designed so that every grant dollar can leverage three dollars in loan financing, and the program’s total potential is estimated at up to $6 billion. Ukraine has already approached 27 partner countries, four of which have confirmed their readiness to make contributions.
In addition, six new projects are being prepared with the World Bank in the areas of energy efficiency, housing policy, waste management, the agricultural sector, statistics, and digitalization. Implementation of these projects is scheduled to begin by the end of 2026.
