This was announced by Ukraine's First Deputy Prime Minister and Minister of Energy Denys Shmyhal during the presentation of the fifth assessment of damage and reconstruction needs in Ukraine (RDNA5).

According to Denys Shmyhal, compared to the previous assessment, the current need has increased by 34%. He noted that almost 80% of the total amount — $71 billion — is needed specifically for the restoration and modernization of generation capacities. The rest of the needs include: $6.4 billion for the heating sector. $5.2 billion for gas transportation infrastructure. $4.6 billion for the oil industry, including refining.
