The Ministry of Community and Territorial Development of Ukraine is consistently implementing a policy of liberalizing international freight transport and expanding Ukrainian carriers’ access to foreign markets.

As of today, Ukrainian road carriers can transport cargo to 35 countries under liberalization terms. This means that bilateral and transit permits are not required for such shipments. With some countries, liberalization also covers the possibility of shipments to and from third countries.
